Claire Wilson (D-Auburn). \u201cRather than discouraging violence and assaults on staff and youth, solitary confinement actually increases it.\u201d<\/p>\n<p>Wilson\u2019s <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=6112&amp;Year=2019&amp;Initiative=False\">Senate Bill 6112<\/a> would:<\/p>\n<ul>\n<li>Limit the use of isolation to only emergency conditions, with strict guidelines for time and placement;<\/li>\n<li>Require institutions to document any use of isolation or room confinement; and<\/li>\n<li>Establish a process for the creation of model policies to follow when the use of isolation, room confinement, or less restrictive alternatives is deemed appropriate.<\/li>\n<\/ul>\n<p>\u201cSolitary confinement is emotionally and psychologically damaging to youth, who are less developed and more vulnerable,\u201d Wilson said. \u201cA study of suicides in juvenile facilities revealed half of all suicides occurred while in isolation and 62 percent had a history of solitary confinement.\u201d<\/p>\n<p>This legislation would align Washington with 10 states \u2014 including two of the nation\u2019s largest, California and Texas \u2014 that have passed laws to ban or limit solitary confinement for juveniles.
