{"id":1305,"date":"2019-04-15T16:23:25","date_gmt":"2019-04-16T00:23:25","guid":{"rendered":"http:\/\/sdc.wastateleg.org\/wilson\/?p=1305"},"modified":"2020-09-16T17:09:17","modified_gmt":"2020-09-17T00:09:17","slug":"senate-passes-house-bill-to-provide-healthier-food-for-students","status":"publish","type":"post","link":"https:\/\/senatedemocrats.wa.gov\/wilson\/2019\/04\/15\/senate-passes-house-bill-to-provide-healthier-food-for-students\/","title":{"rendered":"Senate passes House bill to provide healthier food for students"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Students in households\nthat struggle to afford fresh fruits and vegetables as part of their regular\ndiet would benefit from a new state program, under legislation passed today by\nthe Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1587&amp;Year=2019&amp;Initiative=false\">House\nBill 1587<\/a> would direct the state Department of Health to\ndevelop and manage a Fruit and Vegetable Incentives Program in which eligible\nhouseholds may receive vouchers to purchase fresh fruits and vegetables at\nauthorized farmers markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen families\ncan\u2019t afford the cost of healthy foods, it affects performance in the\nclassroom, on the job, and pretty much anything they do,\u201d said Sen. Claire\nWilson (D-Auburn), the vice chair of the Senate Early Learning and K-12\nEducation Committee. \u201cAccess to healthier food improves family health and\neating habits, and that improved health shows up in the classroom in the form\nof stronger academic performance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson sponsored <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5583&amp;Chamber=Senate&amp;Year=2019\">Senate\nBill 5583<\/a>,\nthe Senate companion legislation to HB\n1587, which passed the Senate on a near-unanimous, 47-1 vote. The\nlegislation expands pilot programs that began with the Food Insecurity\nNutrition Incentive (FINI), a federal grant created through the 2014 Farm Bill.\nWashington state is the recipient of the nation\u2019s largest FINI grant, but it\nexpires this year. HB 1587 would keep the programs funded by the FINI grant\nmoving forward, regardless of what happens at the federal level. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programs enable people who receive\nfood assistance through the Supplemental Nutrition Assistance Program (SNAP) to\npurchase produce at farmer\u2019s markets, receive additional funds for fruits and\nvegetables at authorized grocery stores, and get vouchers from providers at community health\nclinics good for fruit and vegetable purchases. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s pretty simple,\u201d\nWilson said. \u201cHealthier kids do better, including and especially in the\nclassroom.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having been amended by\nthe Senate, the legislation now goes back to the House for reconsideration.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Students in households that struggle to afford fresh fruits and vegetables as part of their regular diet would benefit from a new state program, under legislation passed today by the Senate.
