Jay Inslee increases funding for special education, paving the\nway for more inclusive learning environments. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5091&amp;Year=2019&amp;Initiative=false\">Senate Bill 5091<\/a> was sponsored by Sen. Lisa Wellman\n(D-Mercer Island), who chairs the Senate Early Learning &amp; K-12 Education\ncommittee. The additional special education funding comes at the request of\nparents, teachers and schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know\nthat Washington\u2019s special education students aren\u2019t as successful as students\nin other states, and that is absolutely unacceptable,\u201d Wellman said. \u201cIn order\nto make meaningful changes, including more inclusive learning environments, we\nmust allocate additional funding to implement evidence-based practices.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cImproving\nour special education practices will take more work in coming years, but the\nchanges we made this year are a great step,\u201d she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill\nincludes a two-year phase in of increased special education funding, with\nschools receiving more money when they offer more inclusive learning\nenvironments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the\n2019-20 school year, the state\u2019s cost multiplier for special education funding\nincreases from 0.9609 to 0.995. This multiplier would be applied to calculate\nthe amount of general education funding that each student receives in a given\nschool district. For example, in a school district with $1,000 in per pupil\nfunding, the district would be allocated $1,995 for each special education\nstudent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beginning\nin the 2020-21 school year, the state\u2019s cost multiplier would increase to\n1.0075 for special education students learning in a general education\nenvironment for 80 percent or more of the school day. For example, in a school\ndistrict with $1,000 in per pupil funding, the district would be allocated\n$2,007.5 for each special education student.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nstate\u2019s cost multiplier would remain at 0.995 for special education students learning\nin a general education environment for less than 80 percent of the school day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">School\ndistricts that demonstrate significant extra need beyond what they receive from\nthis formula would be eligible for safety net funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Washington, less than 4 percent of students with\ndisabilities are identified as having an intellectual disability, and more than\n90 percent have above average intellectual functioning, according to data from\nthe Office of the Superintendent of Public Instruction. But only 55 percent are\nplaced in general education for 80 to 100 percent of the day. For students of\ncolor, the number is even lower \u2014 only 47 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvidence shows that students who are included in\ngeneral education have better outcomes,\u201d Wellman said. \u201cWe know that this takes\nmore resources, but it\u2019s what we should be working toward.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A bill signed today by Gov.
