The 2026 legislative session is well underway, and much of our focus in Olympia right now is on the decisions that shape our state\u2019s future. This is a year that continues to require steady leadership, thoughtful budgeting, and a clear understanding of the challenges in front of us.<\/span>\u00a0<\/span><\/p>\n

I want to share where things stand and how the\u00a0work\u00a0we are doing connects to the priorities I hear from so many of you across the 38th Legislative District.<\/span>\u00a0<\/span><\/p>\n

NAVIGATING A CONTINUED CHALLENGING BUDGET YEAR<\/span><\/b>\u00a0<\/span><\/p>\n

Last year, we began preparing for a more difficult fiscal environment. Slower revenue growth and rising costs required us to be cautious and disciplined.<\/span>\u00a0<\/span><\/p>\n

That challenge has continued into this session,\u00a0and in some ways, intensified.<\/span>\u00a0<\/span><\/p>\n

Washington is facing slower revenue growth at the same time demand for essential services\u00a0remains\u00a0high. Health care, behavioral health, K\u201312 education, and housing supports all cost more to deliver than they did just a few years ago.<\/span>\u00a0<\/span><\/p>\n

Now, federal uncertainty is adding new pressure.<\/span>\u00a0<\/span><\/p>\n

Recent federal actions and proposals targeting health care, food\u00a0assistance, and other safety-net programs shift significant costs to states. Programs like Medicaid and nutrition\u00a0assistance\u00a0serve hundreds of thousands of Washington residents. When federal funding is reduced or restricted, states are left to either backfill the loss or scale back services.<\/span>\u00a0<\/span><\/p>\n

When we built\u00a0previous\u00a0budgets, we did not\u00a0anticipate\u00a0having to replace major federal funding streams. Quite simply, we do not have the capacity to absorb large, unexpected federal cuts without difficult tradeoffs.<\/span>\u00a0<\/span><\/p>\n

As one of the legislators directly involved in shaping the state\u2019s budget, I take this responsibility seriously. My focus is on protecting core services,\u00a0maintaining\u00a0long-term fiscal stability, and ensuring our decisions reflect Washington\u2019s values, even in a constrained environment.<\/span>\u00a0<\/span><\/p>\n

At the same time, Washington\u2019s regressive tax code makes these challenges harder. Our heavy reliance on sales tax means revenue growth is less stable and places a disproportionate burden on working families. That structure limits flexibility in times like these.<\/span>\u00a0<\/span><\/p>\n

As we\u00a0finalize\u00a0this year\u2019s budget, my focus\u00a0remains\u00a0clear: protect core services,\u00a0maintain\u00a0fiscal responsibility, and make decisions that strengthen Washington\u2019s long-term stability.<\/span>\u00a0<\/span><\/p>\n

The proposed Senate budget will be released next week. I look forward to sharing more specific details about what it includes \u2014 and what it means for our communities \u2014 very soon.<\/span>\u00a0<\/span><\/p>\n

WHAT WE\u2019RE HEARING FROM YOU<\/span><\/b>\u00a0<\/span><\/p>\n

Over the past several weeks, many of you have written, called, and shared your perspectives with my office about tax policy and the state budget.<\/span>\u00a0<\/span><\/p>\n

I appreciate that engagement. These are important conversations.<\/span>\u00a0<\/span><\/p>\n

This week, the Senate passed\u00a0<\/span>Senate Bill 6346<\/span><\/b><\/a>, which\u00a0establishes\u00a0a tax on annual adjusted gross income over $1 million, affecting only the wealthiest half of\u00a01%\u00a0of households in Washington.\u00a0Washingtonians earning less than $1 million annually will not owe this tax.<\/span>\u00a0<\/span><\/p>\n

It is also important to note that this policy\u00a0does not generate revenue for this year\u2019s supplemental operating budget. Instead, it is designed as a long-term structural reform to make our tax system fairer and more sustainable over time.<\/span>\u00a0<\/span><\/p>\n

The goal is to protect funding for K\u201312 education, health care, higher education, human services, and the Working Families Tax Credit, while reducing our state\u2019s heavy reliance on regressive taxes.<\/span>\u00a0<\/span><\/p>\n

The legislation also provides relief by reducing certain sales taxes on essential household items, strengthening small business tax credits, and dedicating a\u00a0portion\u00a0of revenues to local public defense services.<\/span>\u00a0<\/span><\/p>\n

I know this proposal has generated strong views on all sides. My focus\u00a0remains\u00a0on long-term fiscal stability and protecting the services our communities depend on,\u00a0especially in the face of federal uncertainty.<\/span>\u00a0<\/span><\/p>\n

APPLY FOR\u00a0FINANCIAL AID<\/span><\/b>\u00a0<\/span><\/p>\n

Right now, 35% of graduating seniors in the 38th Legislative District have completed the\u00a0standard financial aid form\u00a0called\u00a0FAFSA, compared to 38% statewide.<\/span>\u00a0<\/span><\/p>\n

Completing the FAFSA (or WASFA) is the first step to accessing grants, scholarships, apprenticeships, and workforce training programs, including the Washington College Grant.<\/span>\u00a0<\/span><\/p>\n

Every student deserves the opportunity to pursue education or training after high school without cost being a barrier. I encourage students and families to apply and explore the financial aid available to them.<\/span>\u00a0<\/span><\/p>\n
