{"id":2558,"date":"2021-02-02T19:33:43","date_gmt":"2021-02-03T02:33:43","guid":{"rendered":"https:\/\/senatedemocrats.wa.gov\/robinson\/?p=2558"},"modified":"2021-04-03T22:58:15","modified_gmt":"2021-04-04T05:58:15","slug":"e-news-bill-updates-vaccine-faq-and-more","status":"publish","type":"post","link":"https:\/\/senatedemocrats.wa.gov\/robinson\/2021\/02\/02\/e-news-bill-updates-vaccine-faq-and-more\/","title":{"rendered":"E-news: Bill updates, vaccine FAQ, and more"},"content":{"rendered":"<p>Dear friends and neighbors,<\/p>\n<p>We\u2019ve had a busy but successful few weeks, and I\u2019ve been thrilled to see so many Washingtonians become <strong>first-time participants<\/strong> here at the legislature \u2013 either by giving public testimony remotely, submitting written testimony, or scheduling meetings with me over Zoom \u2013 now that the options to call in from home or during breaks at work have made it so much more possible to <strong>get involved<\/strong>.<\/p>\n<p>As we embark on our <strong>fourth week<\/strong> of the 2021 legislative session, I\u2019m eager to share with you the progress of some of my bills, as well as the critical action taken by the legislature to get crucial <strong>unemployment insurance relief<\/strong> to local businesses all over the state. It needs adequate funding to be able to prevent and respond to public health emergencies like the one we\u2019re in. This bill would use a \u201ccovered lives assessment\u201d on health insurance companies to provide $200 million in funding to our state\u2019s public health infrastructure over the next four years.<\/li>\n<li><strong><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5322&amp;Initiative=false&amp;Year=2021\"><span style=\"color: #3366ff;\">SB 5322<\/span><\/a> \u2013 prohibiting dual enrollment between school employees; benefits board and public employees; benefits board programs.<\/strong> The current enrollment system allows employees to mix and match coverage, which is extremely hard on employers to administer. This bill clarifies that folks must pick from one or the other, so that employers won\u2019t have to manage and price hundreds of enrollment options.<\/li>\n<li><strong><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5326&amp;Initiative=false&amp;Year=2021\"><span style=\"color: #3366ff;\">SB 5326<\/span><\/a> \u2013 concerning health and pension benefits for school bus drivers employed by private nongovernmental entities.<\/strong> A majority of the coverage provided doesn\u2019t cover many necessary tests and treatment costs. This is hard on employees and their families. Bus drivers deserve benefits, and this would help ensure they get that coverage.<\/li>\n<li><strong><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5097&amp;Initiative=false&amp;Year=2021\">SB 5097<\/a><\/span> \u2013 expanding coverage of the paid family and medical leave program.<\/strong> Paid family and medical leave has been a lifeline for many Washington families in 2020, but the law previously didn\u2019t go far enough to protect folks\u2019 jobs, include part-time workers, or cover specific families. This bill expands the definition of \u201cfamily member,\u201d which would help promote equity and protect caretakers.<\/li>\n<\/ul>\n<h2><strong>Passed: $1.7 billion in unemployment insurance relief<\/strong><\/h2>\n<p>Last week, the Senate passed a huge <strong>COVID relief bill<\/strong> (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5061&amp;Initiative=false&amp;Year=2021\">SB 5061<\/a>) that would provide <strong>$1.7 billion<\/strong> in relief and ease the burden of unemployment insurance on Washington businesses \u2013 and by extension, Washington families. And, as vice chair of Ways and Means, I can tell you that SB 5061 would also help us <strong>rebuild<\/strong> our economy and bring our unemployment insurance trust fund back to full strength.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-2570 alignleft\" src=\"https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2-1024x684.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2-768x513.jpg 768w, https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2-500x335.jpg 500w, https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2-150x100.jpg 150w, https:\/\/senatedemocrats.wa.gov\/robinson\/wp-content\/uploads\/sites\/26\/2021\/02\/20190322_080434tm.jpg-resize-2.jpg 1200w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>When this crisis began, we had roughly $4.7 billion in the state unemployment insurance trust fund. Because of that, we were able to provide <strong>critical economic support<\/strong> to Washington workers and businesses throughout this public health emergency. When we get 5061 signed into law, the projected 2025 trust fund balance will become $3.2 billion.<\/p>\n<p>It takes a common-sense, careful approach that smooths out the automatic increased unemployment insurance rates needed to rebuild our trust fund for future emergencies. By offering an immediate <strong>$920 million<\/strong> reduction in taxes for our businesses \u2013 which will grow to $1.7 billion in total tax relief over 4 years \u2013 it would provide <strong>substantial relief<\/strong> to Washington businesses while helping us regain that strong and healthy trust fund.<\/p>\n<p>I was happy to vote<strong> yes<\/strong> on this bill and send it to the House \u2013 and am pleased to report that my House colleagues passed it last night. Next stop? The governor\u2019s desk.<\/p>\n<h2><strong>COVID Vaccine FAQ<\/strong><\/h2>\n<p>Public health experts in Snohomish County have been working around the clock to administer the vaccine to those who want and need it as quickly as possible. <strong>Snohomish Health District<\/strong> is following state and federal guidance to help connect our at-risk neighbors \u2013 like healthcare workers and older adults \u2013 with the vaccine.<\/p>\n<p>Right now, our county is administering the vaccine to folks in <strong>Phase 1a and Phase 1b1<\/strong>.
