Their work on behalf of communities of color, immigrants, and the LGBTQ community helped our state advance civil rights protections long before other states or the federal government. Here are highlights of the progress we made in 2019.<\/p>\n\n\n<h3 class=\"wp-block-heading\">LGBTQ\nrights<\/h3>\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/content.govdelivery.com\/attachments\/fancy_images\/WALEGSDCPEDERSEN\/2019\/06\/2651568\/lgbtq4_original.jpg\" alt=\"LGBTQ\" \/><figcaption> Members of the Washington State Legislature&#8217;s&nbsp;<a href=\"http:\/\/sdc.wastateleg.org\/lgbtq\/\">LGBTQ Caucus<\/a> include, from left, Sen. Christine Kilduff (D-University Place). <\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The nine LGBTQ\nmembers in the House and Senate work closely together to address inequities\naffecting the LGBTQ community. This year we celebrated the passage of several\nimportant bills:<\/p>\n\n\n<ul class=\"wp-block-list\"><li><a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5332&amp;Year=2019&amp;Initiative=false\" target=\"_blank\">SB 5332<\/a> modernizes the state\u2019s 1950s-era vital records statutes, which govern birth, death, and marriage records. The revised statute will conform to our updated Uniform Parentage Act, recognizing that families come in many configurations. It also confirms in statute the right to have a non-binary gender marker on records.<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1732&amp;Initiative=false&amp;Year=2019\" target=\"_blank\">HB 1732<\/a> replaces the term \u201cmalicious harassment\u201d with the better understood \u201chate crime\u201d and increases the punitive damages that a victim may seek.<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5602&amp;Initiative=false&amp;Year=2019\" target=\"_blank\">SB 5602<\/a>, the Reproductive Health Access for All Act, guarantees access to reproductive health services regardless of sexual orientation or gender identity or expression for all plans regulated by the state.&nbsp;<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5356&amp;Initiative=false&amp;Year=2019\" target=\"_blank\">SB 5356<\/a> creates a Washington State  LGBT Commission and designates June of each year as LGBTQ month.<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5689&amp;Initiative=false&amp;Year=2019\" target=\"_blank\">SB 5689<\/a> requires the state school directors association and the state superintendent of education to develop and update a model transgender student policy to eliminate discrimination based on gender expression in public schools.<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5027&amp;Initiative=false&amp;Year=2019\" target=\"_blank\">SB 5027<\/a> adds a prior conviction for a hate crime to the list of factors a court must consider in determining whether to issue an extreme risk protection order. <\/li><\/ul>\n\n\n<h3 class=\"wp-block-heading\">Equality\nand opportunity<\/h3>\n\n\n<p class=\"wp-block-paragraph\">In 1998, voters approved I-200 to ban the use of affirmative action in public education, employment and education. After 20 years of experience with the consequences, nearly 400,000 people signed <a rel=\"noreferrer noopener\" href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1000&amp;Initiative=true\" target=\"_blank\">Initiative 1000<\/a> and sent it to the Legislature. In the final hours of the 2019 session, the Legislature passed I-1000 into law, which will:<\/p>\n\n\n<ul class=\"wp-block-list\"><li>Define \u201caffirmative action\u201d to mean a permissible policy in which the use of race, gender or similar characteristics \u201care factors considered in the selection (of individuals) for public education, employment and contracting.\u201d <\/li><li>Define \u201cpreferential treatment\u201d to mean an impermissible policy in which race, gender or similar characteristics are the sole qualifying factor to select a less-qualified candidate. <\/li><li>Expand the list of characteristics to include (in addition to sex and race): age, sexual orientation, disability, and military\/veteran status. <\/li><li>Create a Governor\u2019s Commission on Diversity, Equity and Inclusion, responsible  for ensuring compliance with the measure.<\/li><\/ul>\n\n\n<h3 class=\"wp-block-heading\">Protecting\nour immigrant neighbors<\/h3>\n\n\n<p class=\"wp-block-paragraph\">Our state\u2019s\nbooming economy relies on a talented workforce. That includes thousands of\nimmigrants who call Washington home. In recent years, federal law enforcement\nauthorities have sought to make state and local law enforcement collect and\nreport immigration status information that is unrelated to the commission of a\ncrime. <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5497&amp;Initiative=false&amp;Year=2019\" target=\"_blank\" rel=\"noreferrer noopener\">SB\n5497<\/a>\nprohibits local authorities from asking about people\u2019s immigration status and\ndirects the state to develop model policies limiting immigration enforcement in\npublic schools, public health facilities, courthouses and shelters.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Over the next\nseveral weeks, I\u2019ll continue to share updates on issues the Legislature\naddressed this year.
