We know that systemic inequities disproportionately affect communities of color and inflict a great social and economic cost on all Washingtonians. This year the Legislature passed several bills to address racial justice and equity issues.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2910 aligncenter\" src=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2023\/07\/home_covenant.png\" alt=\"\" width=\"650\" height=\"436\" srcset=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2023\/07\/home_covenant.png 650w, https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2023\/07\/home_covenant-300x201.png 300w, https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2023\/07\/home_covenant-263x177.png 263w, https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2023\/07\/home_covenant-500x335.png 500w, https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2023\/07\/home_covenant-150x100.png 150w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/p>\n<ul>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1474&amp;Year=2023&amp;Initiative=false\">HB 1474<\/a> creates the <a href=\"https:\/\/www.axios.com\/2023\/05\/09\/washington-state-reparations-real-estate-covenants\">Covenant Homeownership Program<\/a> to provide down payment and closing cost assistance to historically marginalized Washingtonians. This will allow more communities of color a pathway to homeownership, leading to greater stability and financial security, as well as a chance to build generational wealth.\u00a0 I am deeply appreciative of the work of my seatmate, Rep. Frank Chopp, in advancing this pathbreaking policy.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5128&amp;Initiative=false&amp;Year=2023\">SB 5128<\/a> will prioritize fairness and access to justice in our legal system by requiring accurate data on jury demographics to address the top reasons jurors are unable to serve.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5046&amp;Year=2023&amp;Initiative=false\">SB 5046<\/a> addresses inequities in the criminal justice system by providing postconviction access to counsel to people who can\u2019t afford it.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1238&amp;Initiative=false&amp;Year=2023\">HB 1238<\/a> ensures students have better access to nutrition by requiring schools with 30% or more of their students eligible for free and reduced-price meals to provide free meals to elementary students who request it.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5225&amp;Year=2023&amp;Initiative=false\">SB 5225<\/a> strengthens Washington\u2019s childcare workforce while also making care more accessible by allowing more families and childcare workers to qualify for state subsidies through the Working Connections Child Care program.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1177&amp;Year=2023&amp;Initiative=false\">HB 1177<\/a> creates a <a href=\"https:\/\/apnews.com\/article\/indigenous-people-cold-case-unit-washington-96a1bab5f5e124c3d8b183c688733983\">new unit in the state Attorney General\u2019s Office<\/a> to assist federal, local and tribal law enforcement agencies in investigating unsolved cases involving Indigenous people.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5623&amp;Year=2023&amp;Initiative=false\">SB 5623<\/a> increases <a href=\"https:\/\/www.kentreporter.com\/news\/king-county-prosecuting-attorney-praises-hate-crime-bill\/\">protections against hate crimes<\/a> by ensuring they can be more effectively prosecuted, and courts can require offenders to complete rehabilitative programs.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5072&amp;Year=2023&amp;Initiative=false\">SB 5072<\/a> requires universal screening for highly capable student programs, reducing the risk of qualified students\u2019 being left out.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1541&amp;Initiative=false&amp;Year=2023\">HB 1541<\/a>, the <a href=\"https:\/\/www.king5.com\/article\/news\/politics\/state-politics\/nothing-about-us-without-us-act-representation-legislative-work-groups\/281-39fba8fb-880c-4745-baad-7d2ee7709b7c\">Nothing About Us Without Us Act<\/a>, will help historically excluded communities be included in the official bodies that make recommendations to the Legislature about issues affecting underrepresented groups.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5268&amp;Initiative=false&amp;Year=2023\">SB 5268<\/a> increases equity and promoted efficiency in public works contracting by removing barriers for small contractors, especially for small-, minority-, women-, and veteran-owned businesses.<\/li>\n<\/ul>\n<p>This is my final newsletter reporting on the work of the 2023 legislative session. If you missed my previous updates on <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/04\/22\/2843\/\">gun safety<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/04\/26\/new-laws-protect-access-to-reproductive-care\/\">reproductive freedom<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/05\/08\/legislature-boosts-support-for-public-education\/\">public education<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/05\/12\/historic-year-for-housing\/\">housing<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/05\/19\/legislature-advances-lbgtq-rights\/\">LGBTQ+ rights<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/05\/30\/climate-action-and-protecting-the-environment\/\">climate action<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/06\/02\/washington-officially-abolishes-the-death-penalty\/\">criminal justice reform<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/06\/09\/expanding-access-to-washingtons-death-with-dignity-act\/\">health care<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/06\/16\/2888\/\">community facilities improvements<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/06\/26\/legislature-invests-in-behavioral-health\/\">behavioral health<\/a>, <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/07\/03\/celebrating-freedom-and-democracy\/\">voting rights<\/a>,<a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/07\/09\/legislature-increases-public-benefits-and-supportive-services\/\"> public benefits and services<\/a>, or <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/2023\/07\/20\/legislature-takes-key-steps-to-improve-public-safety\/\">public safety<\/a>, they are available on my <a href=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/e-newsletter\/\">website<\/a>.<\/p>\n<p>I\u2019m proud that the 43<sup>rd<\/sup> Legislative District is among the most politically engaged in the state.
