Our top priority this session has been to help the people of our state make it through the pandemic. The legislature passed and Gov. Inslee signed a $2.2 billion measure (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1368&amp;Initiative=false&amp;Year=2021\">HB 1368<\/a>) to expand testing and <a href=\"https:\/\/www.kingcounty.gov\/depts\/health\/covid-19\/vaccine\/distribution.aspx\">vaccine distribution<\/a>, provide support to schools, make <a href=\"http:\/\/startup.choosewashingtonstate.com\/links\/crisis\/covid-19-resources\/\">grants available<\/a> for small businesses, and help people meet basic needs with <a href=\"https:\/\/kingcounty.gov\/depts\/community-human-services\/COVID\/eviction-prevention-rent-assistance.aspx\">rental<\/a> and food assistance. You can also call 211 or <a href=\"https:\/\/search.wa211.org\/\">click here<\/a> to find information about a wide range of assistance programs available.<\/p>\n<p>In the last week, we have also been busy passing bills on the Senate floor in advance of an next week\u2019s deadline to pass bills out of the chamber in which they were introduced.<\/p>\n<h2 style=\"text-align: center;\"><strong>Police accountability bills advance<\/strong><\/h2>\n<p>As chair of the Senate Law and Justice Committee, I have spent most of my time this year focusing on policies to bring accountability and transparency to law enforcement agencies in our state. Last week, my bill (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5051&amp;Initiative=false&amp;Year=2021\">SB 5051<\/a>) to provide timely and effective enforcement of state standards for law enforcement officers passed the Senate and now moves to the House for consideration. The <a href=\"https:\/\/www.seattletimes.com\/seattle-news\/times-watchdog\/washington-state-has-never-pulled-an-officers-badge-for-excessive-force-that-may-be-changing\/\">Seattle Times said that the bill<\/a> could \u201ctransform Washington\u2019s police oversight agency from an anemic watchdog into a formidable instrument for police accountability\u201d. After months of collaboration with community members and other lawmakers, I am proud to see this important measure take another step toward becoming law in Washington. You can <a href=\"https:\/\/www.youtube.com\/watch?app=desktop&amp;v=Z6xOyXF4K7c&amp;feature=youtu.be\">watch my floor speech on the bill here<\/a>.<\/p>\n<p>This bill is part of a comprehensive approach we are taking this session to rebuild trust between law enforcement and the communities they serve. Here are the other measures making their way through the legislature:<\/p>\n<ul>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5066&amp;Initiative=false&amp;Year=2021\">SB 5066<\/a> would establish clear standards for police officers to intervene when fellow officers use force unjustly and to report any wrongdoing by fellow officers. This bill has passed the Senate.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5259&amp;Initiative=false&amp;Year=2021\">SB 5259<\/a>\u00a0would establish comprehensive statewide reporting and publication for use-of-force incidents involving law enforcement. The bill has passed the Senate.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1054&amp;Initiative=false&amp;Year=2021\">HB 1054<\/a> would ban the use of chokeholds, neck restraints, unleashed police dogs, no-knock warrants, and military equipment, as well as the practice of officers intentionally concealing their badges. This bill has passed the House.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5089&amp;Initiative=false&amp;Year=2021\">SB 5089<\/a>\u00a0would increase minimum age and education requirements for new police officers.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1088&amp;Initiative=false&amp;Year=2021\">HB 1088<\/a>\u00a0would shed light on officers who are not credible witnesses because of their previous conduct. This bill has passed the House.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1089&amp;Initiative=false&amp;Year=2021\">HB 1089<\/a>\u00a0would allow the state auditor to review deadly force investigations by local law enforcement. This bill has passed the House.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1202&amp;Initiative=false&amp;Year=2021\">HB 1202<\/a> would creating a state civil cause of action for people killed or injured by police.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1203&amp;Initiative=false&amp;Year=2021\">HB 1203<\/a> would mandate community oversight boards for departments with more than 15 officers.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1267&amp;Initiative=false&amp;Year=2021\">HB 1267<\/a>\u00a0would mandate the independent investigation of deadly uses of force, custodial deaths, and other officer-involved incidents.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1310&amp;Initiative=false&amp;Year=2021\">HB 1310<\/a> would set forth a standard of care for the use of force by police.<\/li>\n<li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5263&amp;Initiative=false&amp;Year=2021\">SB 5263<\/a> would modify a 1986 law that prevents recovery of damages from police departments for people who have been killed or injured by police.<\/li>\n<\/ul>\n<h2 style=\"text-align: center;\"><strong>Town Hall on March 13<\/strong><\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2630 aligncenter\" src=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2021\/03\/43rd_Virtual.jpg\" alt=\"\" width=\"650\" height=\"366\" srcset=\"https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2021\/03\/43rd_Virtual.jpg 650w, https:\/\/senatedemocrats.wa.gov\/pedersen\/wp-content\/uploads\/sites\/24\/2021\/03\/43rd_Virtual-300x169.jpg 300w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/p>\n<p>I hope that you will join Rep.
