OLYMPIA \u2014\u202fA bill aimed at improving the health\u00a0of people who live\u00a0in communities around\u00a0Seattle-Tacoma International Airport was heard\u00a0Wednesday\u00a0in the\u00a0Senate\u00a0Environment, Energy & Technology\u00a0Committee.<\/span><\/p>\n

People\u00a0living under flight paths near\u00a0Sea-Tac Airport\u00a0are exposed to more noise pollution and\u00a0<\/span>higher concentrations of\u00a0ultrafine particle pollution<\/span><\/a> associated with aircraft, which has been linked to asthma and Chronic Obstructive Pulmonary Disease (COPD), heart disease, breast and prostate cancer. These residents also <\/span>have a lower life expectancy<\/span><\/a>\u00a0and\u00a0are hospitalized at higher rates than the rest of King County for\u00a0heart disease, stroke, and diabetes.<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5652<\/span><\/a>, sponsored by Sen. Tina\u00a0Orwall\u00a0(D-Des Moines),\u00a0would\u00a0address these disparities by\u00a0establishing\u00a0an iterative\u00a0process to develop, review, pilot, and implement strategies to mitigate aviation-related air\u00a0pollution\u00a0and noise impacts on\u00a0airport communities.<\/span>\u00a0<\/span><\/p>\n

As part of this effort, the University of Washington would develop exposure maps and\u00a0assess\u00a0indoor and outdoor air quality and noise\u00a0impacts\u00a0for homes, schools, and\u00a0child care\u00a0and community centers.<\/span>\u00a0<\/span><\/p>\n

\u201cSea-Tac Airport\u00a0is a critical part of our economy. But\u00a0as its\u00a0operations\u00a0continue\u00a0to expand, we must\u00a0ensure we are mitigating the harm\u00a0it is causing\u00a0to surrounding communities,\u201d\u00a0Orwall\u00a0said. \u201cNo one in my district waived their right to good health\u00a0simply because they live near the airport. This\u00a0is\u00a0a commonsense\u00a0action plan that would bring justice to airport communities\u00a0and ensure our most vulnerable\u00a0residents\u00a0can live healthy\u00a0lives.\u201d<\/span>\u00a0<\/span><\/p>\n

The bill would also create a work group that includes members from the impacted communities to develop and regularly update a mitigation plan, as well as establish a grant program to help local governments and organizations pay expenses related to implementing the plan\u2019s mitigation strategies. In addition, the bill would task the Office of the Washington State Auditor with auditing \u201cport packages\u201d \u2014 or noise mitigation retrofits \u2014 that have been installed in communities near Sea-Tac Airport.<\/span><\/p>\n

Since the 1980s, the Port of Seattle and the Federal Aviation Administration have contracted to install\u00a0port packages, which include\u00a0double- or triple-paned windows and other upgrades, to reduce the\u00a0noise airport communities experience.\u00a0However, hundreds of\u00a0these packages have failed,\u00a0causing leaks and mold\u00a0growth, and\u00a0<\/span>Sea-Tac Airport has\u00a0not fixed a single one<\/span><\/a>\u00a0to date.<\/span>\u00a0<\/span><\/p>\n

Several leaders of airport communities testified in support of the bill during Wednesday\u2019s committee hearing.<\/span><\/p>\n

Joe Vinson, SeaTac city councilmember, said the city supports the bill\u2019s efforts to hold the airport accountable for its health and environmental impacts, especially on overburdened communities.<\/span><\/p>\n

\u201cSeaTac is the city where the state’s largest airport is physically located, embedded in residential neighborhoods, and as a result, our residents experience sustained exposure to environmental health impacts associated with airport operations,\u201d Vinson said. \u201cSenate Bill 5652 appropriately centers overburdened communities and vulnerable populations in evaluating those impacts.\u201d<\/span><\/p>\n

Joe Dusenbury, chairman of the Des Moines city council\u2019s airport advisory committee, highlighted the need to mitigate the airport\u2019s effects as its operations continue to grow.<\/span><\/p>\n

\u201cAs we plan for that growth, all of us \u2014 that means all of us \u2014 need to realize that increasing the total amount of passenger volume from 52.6 million per year to 64.1 million and the number of flight operations from 429,000 to 510,00 per year over the next decade will have significant impacts on the surrounding communities,\u201d Dusenbury said. \u201cIt is vitally important that the airport communities continue to be safe, economically\u00a0viable, and healthy cities. This legislation is a first step in ensuring that will happen.\u201d<\/span><\/p>\n

Orwall\u00a0has also\u00a0<\/span>introduced a bill<\/span><\/a>\u00a0this session to\u00a0allocate\u00a0a\u00a0portion\u00a0of\u00a0hazardous substance tax revenues\u00a0from aviation fuel to mitigate air and noise pollution in airport communities.\u00a0That bill is scheduled for\u00a0<\/span>public hearing<\/span><\/a>\u00a0in the Senate Ways & Means Committee\u00a0at 4 p.m.\u00a0on Monday, Jan. 26.\u00a0Orwall\u2019s\u00a0efforts build on\u00a0<\/span>prior legislative actions<\/span><\/a> to mitigate noise pollution and increase health equity for people living near SeaTac Airport.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
