OLYMPIA\u2014<\/span>\u00a0<\/span>Sen.\u00a0T\u2019wina\u00a0Nobles (D-Fircrest)\u00a0<\/span>reflects on wins<\/span>\u00a0<\/span>from her first year<\/span>\u00a0in office, a<\/span>s<\/span>\u00a0well<\/span>\u00a0as<\/span>\u00a0the impact that this work will have on communities across our state<\/span>.<\/span>\u00a0The fifth of five bills sponsored by Nobles\u00a0<\/span>and passed by the legislature\u00a0<\/span>was signed into law early last month.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cI<\/span>\u00a0am\u00a0<\/span>honored to<\/span>\u00a0serve and<\/span>\u00a0<\/span>represent the<\/span>\u00a028<\/span>th<\/span>\u00a0legislative district<\/span>\u00a0and\u00a0<\/span>I\u2019<\/span>m proud<\/span>\u00a0of what\u00a0<\/span>we\u2019ve\u00a0<\/span>accomplished\u00a0<\/span>together\u00a0<\/span>during my first sessio<\/span>n. We\u2019ve taken<\/span>\u00a0some of\u00a0<\/span>our<\/span>\u00a0community\u2019s most pressing issues and\u00a0<\/span>addressed them with new<\/span>\u00a0laws<\/span>,\u201d said Nobles.<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5184<\/span><\/b><\/a>, Senator Nobles\u2019 first bill to pass the legislature,\u00a0<\/span>requires each public school\u00a0<\/span>in Washington\u00a0<\/span>to designate a<\/span>n on-site\u00a0<\/span>contact for students experiencing foster care to<\/span>\u00a0better<\/span>\u00a0coordinate services and resources.<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>My points of contact ensured my success as I moved through the foster care system. Students, especially those experiencing foster care, need caring adults who pay attention to their needs,\u201d Nobles said. \u201cAssigning one staff member at each school allows for a closer relationship with students and\u00a0<\/span>helps to\u00a0<\/span>fill some of the<\/span>\u00a0gaps<\/span>. I\u2019m so proud to<\/span>\u00a0have sponsored a bill that\u00a0<\/span>prioritizes<\/span>\u00a0student success.\u201d<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5293<\/span><\/b><\/a>\u00a0allows a sentencing court discretion on whether a mental health sentencing alternative\u00a0<\/span>may be enacted<\/span>. This bill promotes public<\/span>\u00a0safety by addressing some of the root causes of crime\u00a0<\/span>and<\/span>\u00a0<\/span>supporting<\/span>\u00a0the long-term mental health of individuals who are convicted<\/span>\u00a0of an offense<\/span>. It is based on recommendations from the Criminal Sentencing Task Force,<\/span>\u00a0which<\/span>\u00a0<\/span>the Legislature\u00a0<\/span>established in 2019<\/span>.<\/span>\u00a0<\/span><\/p>\n

\u201cA mental health sentencing alternative\u00a0<\/span>provides treatment\u00a0<\/span>as opposed to<\/span>\u00a0criminalizing people for having a mental illness, thus making our communities safer by addressing underlying cause<\/span>s<\/span>\u00a0\u2013 rather\u00a0<\/span>than symptoms<\/span>\u00a0\u2013 of\u00a0<\/span>crime<\/span>,\u201d said Nobles.<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5321<\/span><\/b><\/a>\u00a0eliminates a pledge requirement for the College Bound scholarship and auto-enrolls\u00a0<\/span>eligible<\/span>\u00a0students.\u00a0<\/span>The pledge requirement\u00a0<\/span>previously\u00a0<\/span>kept almost 10,000 students from accessing the scholarship, so this bill significantly increases access t<\/span>o higher education for students from lower income households.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cWe\u2019ve strategically removed barriers<\/span>\u00a0<\/span>for<\/span>\u00a0<\/span>more students\u00a0<\/span>to\u00a0<\/span>have the\u00a0<\/span>opportunity<\/span>\u00a0to attend college using the College Bound scholarship. This bill strikes the balance between upholding the state\u2019s promise to students and increasing access.\u201d<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5183<\/span><\/b><\/a>\u00a0provides survivors of domestic violence\u00a0<\/span>assaults involving\u00a0<\/span>strangulation the medical assistance and justice they need.<\/span>\u00a0<\/span><\/p>\n

\u201cWhen\u00a0<\/span>survivors are ready to seek medical assistance<\/span>, we need trained professionals who can assist them,\u201d said Nobles. \u201cThis bill shifts the burden of cost away from survivors so\u00a0<\/span>that\u00a0<\/span>when they are ready, they can seek not only treatment<\/span>,<\/span>\u00a0but<\/span>\u00a0also<\/span>\u00a0justice.\u201d<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5259<\/span><\/b><\/a>\u00a0<\/span>allow<\/span>s<\/span>\u00a0for data collection on\u00a0<\/span>police use<\/span>s<\/span>\u00a0of force<\/span>.\u00a0<\/span>That data will lead to more effective policies to\u00a0<\/span>ensure accountability in policing<\/span>.\u00a0<\/span>By\u00a0<\/span>providing public access to information about\u00a0<\/span>law enforcement uses of force, this legislation\u00a0<\/span>creates<\/span>\u00a0the opportunity to build<\/span>\u00a0<\/span>trust\u00a0<\/span>with community<\/span>.<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>The way police\u00a0<\/span>interact with\u00a0<\/span>the\u00a0<\/span>community is a<\/span>\u00a0deeply personal<\/span>\u00a0issue\u00a0<\/span>to me\u00a0<\/span>as a Black woman, mother, and legislator<\/span>,\u201d said Nobles.\u00a0<\/span>\u201cW<\/span>e<\/span>\u00a0now<\/span>\u00a0have the opportunity to begin building trust through transparency.\u00a0<\/span>H<\/span>aving access to a centralized database will enable us to make more informed decisions as policy makers.\u00a0<\/span>To<\/span>\u00a0<\/span>make\u00a0<\/span>effective decisions about accountability, we need data.\u201d<\/span>\u00a0<\/span><\/p>\n

The remaining two<\/span>\u00a0bills<\/span>\u00a0<\/span>sponsored<\/span>\u00a0by Nobles<\/span>\u00a0<\/span>were turned into budget proviso<\/span>s<\/span>. These provisos were included in the budgets that were signed into law.<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5448<\/span><\/b><\/a>\u00a0would have created a payment plan for annual vehicle registration.\u00a0<\/span>The transportation budget passed this year has allocated funds for a workgroup that will convene over the next year<\/span>\u00a0to consider this issue<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cC<\/span>ommunity members are struggling with the annual car tab fee, and I\u00a0<\/span>feel strongly<\/span>\u00a0about finding relief<\/span>\u00a0for\u00a0<\/span>them<\/span>,\u201d said Nobles.<\/span>\u00a0\u201cT<\/span>his<\/span>\u00a0<\/span>work<\/span>\u00a0<\/span>group\u00a0<\/span>will give us the time and expertise needed\u00a0<\/span>to find the best possible solution for our community.\u201d<\/span>\u00a0<\/span><\/p>\n

Senate Bill 5292<\/span><\/b><\/a>\u00a0offered legislation to evaluate the use of parks and recreation spaces, trails, and facilities in the design of a parks Rx, or parks prescription, pilot program.\u00a0<\/span>The program\u00a0<\/span>has been<\/span>\u00a0funded through the operating budget.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>Th<\/span>e<\/span>\u00a0pandemic has shown us that now more than ever<\/span>,<\/span>\u00a0folks need the opportunity to get outside<\/span>,\u201d said Nobles. \u201c<\/span>This pilot program, created in collaboration with the health care and insurance sectors,\u00a0<\/span>will\u00a0<\/span>offer<\/span>\u00a0community members<\/span>\u00a0a wellness program\u00a0<\/span>that<\/span>\u00a0<\/span>connects<\/span>\u00a0more folks to the healing benefits of the outdoors.<\/span>\u201d<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>As I return to my\u00a0<\/span>day\u00a0<\/span>job<\/span>, I am celebrating\u00a0<\/span>all we accomplished<\/span>\u00a0in the 2021\u00a0<\/span>legislative<\/span>\u00a0session<\/span>.<\/span>\u00a0From listening sessions with constituents to meeting with community stakeholders,<\/span>\u00a0<\/span>m<\/span>any ideas for legislation<\/span>\u00a0we passed<\/span>\u00a0this session<\/span>\u00a0came right from the community<\/span>.\u00a0<\/span>I look forward to the continued partnership<\/span>, and<\/span>\u00a0encourage\u00a0<\/span>28<\/span>th<\/span>\u00a0District constituents\u00a0<\/span>to reach out\u00a0<\/span>with<\/span>\u00a0idea<\/span>s<\/span>\u00a0on how we can make our community a better place to live.\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n
