We are now officially finished with one of the most challenging sessions we\u2019ve had since I started in the Legislature. We ended on time, with a balanced budget \u2014 but we had to make difficult decisions to get to the finish line. Fortunately, we were able to preserve a lot of what we all care about \u2014 support for our public schools, financial aid to make college and apprenticeships more affordable so people can get good jobs and support families, and further investments in our ferry system to bring back regular service \u2014 and avoid truly devastating cuts. Below, I\u2019ll highlight what our budget accomplishes, the bills I worked on that have been signed into law, and some of the community projects I\u2019m pleased we could support.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Operating budget<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3309\" src=\"https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/05\/Hansen-and-Robinson.jpg\" alt=\"\" width=\"650\" height=\"407\" srcset=\"https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/05\/Hansen-and-Robinson.jpg 650w, https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/05\/Hansen-and-Robinson-300x188.jpg 300w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/span><\/p>\n<p><span data-contrast=\"auto\">We started this session with a structural deficit \u2014 doing what we were doing already as a state would cost more than the tax revenues we bring in. That structural deficit was around $16 billion, or just under 10% of the four-year budget. The reasons for this structural deficit are complex, but they include programs set to phase in over time that were scheduled to expand, unanticipated increases in the number of people using government programs, and higher costs because of inflation, which affected the entire budget.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Last November, I started carefully going through the budget for possible cuts. That meant going item-by-item through budget additions over the past six years, looking carefully to see what we could reduce without doing great harm. By February, I had identified around $280 million in possible cuts, and by March that was up to about $500 million. Some of these were reductions that we should make whether or not the state was in a deficit \u2014 for example, government programs that just weren\u2019t working the way they should \u2014 and some of them were reductions that were very tough. But a combination of the reductions I and others suggested \u2014 along with revenue increases \u2014 allowed us to close the deficit and balance our budget. <\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span class=\"TextRun SCXW37276158 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW37276158 BCX0\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3280\" src=\"https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/03\/classroom.jpg\" alt=\"\" width=\"650\" height=\"433\" srcset=\"https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/03\/classroom.jpg 650w, https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/03\/classroom-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/hansen\/wp-content\/uploads\/sites\/27\/2025\/03\/classroom-150x100.jpg 150w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/span><\/span><\/p>\n<p><span class=\"TextRun SCXW37276158 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW37276158 BCX0\">Despite these challenges, we <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">focused on ensuring students have access to high-quality education in <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">our<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\"> communities by <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">increasing funding for our public schools, <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">maintaining<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\"> our strong community co<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">llege and university system, and protecting financial aid so people can afford to get trained for jobs to support their families. <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">We focused on preserving core services and <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">eliminating<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\"> \u201cextras\u201d where we could<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">. We<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\"> significantly expanded funding for special education (with b<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">ipartisan support)<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">; we also <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">successfully <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">fought off efforts to increase tuition and<\/span> <span class=\"NormalTextRun SCXW37276158 BCX0\">cut<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">s<\/span> <span class=\"NormalTextRun SCXW37276158 BCX0\">to financial aid. <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">I serve on the K-12 Education, Higher Education, and Ways <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">&amp; <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">Means Committees, so I was <\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">very involved<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\"> in<\/span> <span class=\"NormalTextRun SCXW37276158 BCX0\">education funding decisions this session<\/span><span class=\"NormalTextRun SCXW37276158 BCX0\">. Wade<\/span><\/i><span data-contrast=\"none\">. Bob Ferguson signs Senate Bill 5680, establishing the right to repair mobility equipment, and House Bill 1483, making it easier for consumers and independent repair shops to fix electronic devices, on May 19, 2025.<\/span><\/em><\/p><\/div>\n<p><span data-contrast=\"auto\">One of the bills I worked on that I\u2019m most excited about will make it easier for people who use motorized wheelchairs to get them repaired if they break down. <\/span><span data-contrast=\"none\">For the many people in this state who use wheelchairs or other mobility equipment, even a minor breakdown could mean weeks without mobility as they wait for an appointment at a manufacturer\u2019s repair shop.<\/span> <a href=\"https:\/\/app.leg.wa.gov\/billsummary\/?BillNumber=5680&amp;Year=2025&amp;Initiative=false\"><b><span data-contrast=\"none\">SB 5680<\/span><\/b><\/a><span data-contrast=\"none\">, which I prime sponsored, will <\/span><span data-contrast=\"none\">require wheelchair equipment manufacturers to provide wheelchair owners and independent repair providers access to documentation, parts, embedded software, firmware, and tools.<\/span><span data-contrast=\"none\"> I&#8217;m grateful to my colleague, Rep. Mia Gregerson, for leading this effort and the disability community, especially my constituent Dr. Marsha Cutting, for helping us understand how much this bill will help.<\/span><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Supporting community projects in the 23rd Legislative District<\/span><\/b><span data-ccp-props=\"{&quot;335559685&quot;:0}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Our state\u2019s two-year capital budget invests in construction and infrastructure projects across Washington and makes major investments in affordable housing and public school construction.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335557856&quot;:16777215,&quot;335559738&quot;:150,&quot;335559739&quot;:150}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Several capital budget investments Reps. Star of Hope will have 10 transitional units and 28 permanent supportive housing units, addressing the needs of vulnerable people, including women transitioning from the Washington Corrections Center for Women and those eligible for Washington\u2019s Apple Health &amp; Home program who may face significant housing barriers. I\u2019m proud it also increases spending on ferries and terminals by $100 million and ensures we continue funding five new ferry vessels.
