Manka Dhingra<\/a> (D-Redmond) and <a href=\"https:\/\/housedemocrats.wa.gov\/goodman\/\">Rep. Roger Goodman<\/a> (D-Kirkland).<\/p>\n<p><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5845&amp;Chamber=Senate&amp;Year=2021\">SB 5845<\/a> and its companion <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1901&amp;Chamber=House&amp;Year=2021\">HB 1901<\/a> would allow victims to file for protection against coercive control, which is a pattern of behavior that attempts to control a victim through the threat of physical, emotional or psychological harm. It includes manipulation through isolation, intimidation, threats, online stalking or economic control, among other tactics.<\/p>\n<p>\u201cResearch has shown that coercive control is widespread but often goes unrecognized despite the severe harm it often causes,\u201d said Dhingra, chair of the Senate Law &amp; Justice Committee. \u201cIt\u2019s time our culture and our laws catch up with the science.\u201d<\/p>\n<p><a href=\"https:\/\/www.cdc.gov\/violenceprevention\/pdf\/NISVS-StateReportBook.pdf\">CDC<\/a> data reveals that 40 percent of both men and women reported experiencing coercive control at some point in their lives.<\/p>\n<p>\u201cOften, people say that this invisible abuse is even more frightening than physical force, but they don\u2019t know that coercive control is a form of domestic violence,\u201d said Goodman, chair of the House Public Safety Committee. \u201cThis bill would help provide the tools and knowledge that survivors need to protect themselves.\u201d<\/p>\n<p>The proposed bill follows <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1320&amp;Year=2021&amp;Initiative=False\">major 2021 legislation<\/a> streamlining, updating and improving access to the courts for civil protection orders.<\/p>\n<p>The 60-day legislative session began on Jan. 10.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>OLYMPIA \u2013 Survivors of domestic violence in Washington state could be protected against severe emotional abuse through the civil protection order system through the passage of legislation sponsored by Sen.
