Manka Dhingra<\/a> (D-Redmond), the bill\u2019s sponsor. \u201cState aid should not merely be a life preserver that keeps people\u2019s heads barely above water; it should be a steppingstone to a self-sufficient life.\u201d<\/p>\n<p><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5241&amp;Year=2021&amp;Initiative=false\">SB 5241<\/a>, which passed by a vote of 45-3, would help people leverage existing benefits and services to move out of poverty. It would fund economic inclusion grants that communities can apply for to promote equity, economic inclusion, and a stable financial foundation for people experiencing poverty.<\/p>\n<p>\u201cDoling out aid in a miserly way is counterproductive,\u201d said Dhingra. \u201cThe goal of this legislation is to help people navigate the system and use the services they are entitled to in a way that will help break the cycle of dependence and allow people to begin to generate the wealth that gives them access to the mainstream economy.\u201d<\/p>\n<p>The bill is the result of the work of the <a href=\"https:\/\/www.governor.wa.gov\/issues\/issues\/health-care-human-services\/poverty-reduction-work-group\">Governor\u2019s Poverty Reduction Work Group<\/a> and the <a href=\"https:\/\/www.governor.wa.gov\/issues\/issues\/health-care-human-services\/workfirst-poverty-reduction-task-force\">Legislative-Executive WorkFirst Poverty Reduction Oversight Task Force<\/a> to develop a <a href=\"http:\/\/dismantlepovertyinwa.com\/final10yearplan\/\">10-year plan to dismantle poverty in Washington<\/a>.<\/p>\n<p>SB 5241 now goes to the House of Representatives for consideration.
