Manka Dhingra (D-Redmond), sponsor of the legislation. \u201cOur criminal justice system\nputs a unique burden on victims of these crimes. SB 5649 strikes a good balance\nof allowing victims time to process while holding offenders accountable\u201d\nDhingra continued.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a law enforcement\nofficer, I have seen first-hand the long-lasting impact these crimes have on\nvictims. One of the worst feelings in the world is having someone confide in\nyou that they were sexually assaulted as a child, and then telling them the law\nprevents them from getting justice. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt often takes years for victims of childhood sexual\nabuse to even acknowledge what has happened to them. We know that the effects\nof child sexual abuse can be devastating on victims. &nbsp;This bill says the state is taking this crime\nseriously. We have seen multiple accusations in public this year, but only a\nhandful of victims have been able to seek justice for the crime due to the\nstatute of limitations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SB 5649 would remove the evidentiary requirement that\nthe victim clearly expressed their lack of consent by words or conduct to prove\nrape in the third degree.
