We are shifting how we talk about and treat behavioral health disorders.<\/p><p>\u201cWe are investing in a continuum of care while making sure that our state builds robust programs to meet people where they are at. We can no longer be a crisis focused state. It is time to build for the future.<\/p><p>\u201cWhat is laid out in this budget package boils down to responsible governing. We can balance a budget while also investing in programs that give Washingtonians a full-spectrum of behavioral care starting at birth. By taking care of the needs of all our communities in a holistic manner up early on, there will be less of a burden on the taxpayers later on.\u201d<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The 2019 behavioral health budget investments will help pay for the\nfollowing projects and programs: forensic mental health care, adolescent\nbehavioral health, &nbsp;geriatric behavioral\nhealth, psychiatric payments in rural areas, behavioral health integration,\nchildren&#8217;s mental health, UW\u2019s behavioral health campus, arrest &amp; jail\nalternatives, substance use disorder treatment system, substance use disorder\nprofessionals, behavioral health facilities, recovery support services, and\nadolescent behavioral health.&nbsp;&nbsp;&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Capital Budget Investments<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;Community-Based Behavioral Health Beds ($119.9\nmillion)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Department of Commerce is\nprovided $47 million for a competitive process to expand community-based\nbehavioral health services. <\/li><li>$70.9 million is provided for\ncommunity-based projects for a variety of behavioral health services including\nlong-term civil commitments, triage, crisis diversion, detox, and adolescent\nservices. <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mental Health State Facilities ($154.4 million) <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The University of Washington\n(UW) is provided $33.2 million for predesign, planning, and design of the new\n150-bed Behavioral Health Teaching Facility<\/li><li>An additional $500 thousand is\nprovided for UW for predesign of a facility for the Behavioral Health Institute\nat Harborview Hospital. <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Department of Social and Health Services is\nprovided funding for the following behavioral health projects: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>$58 million for patient safety\nenhancements, preservation, and ward renovations at Eastern State Hospital and\nWestern State Hospital<\/li><li>$1 million for predesign and siting\nof a new forensic hospital<\/li><li>$28.7 million for construction\nof two new forensic wards providing 60 additional forensic beds at Western\nState Hospital<\/li><li>$8 million for a new Treatment\nand Recovery Center at Western State Hospital. <\/li><li>$25 million for predesign,\ndesign, siting, and site work of two state constructed community civil bed\nfacilities; one providing 16 state-operated civil beds and one providing 48\nmixed-use beds of which 16 beds would be state-operated civil beds.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Operating Budget Investments<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate operating budget increases\nbehavioral health spending by $350.5 million over the next two years in the\nfollowing ways: <br>\n<br>\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>HOSPITAL\nOPERATIONS &#8211; $70.0 MILLION &nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Funding\nis provided to cover increased staffing costs necessary for the current state\nhospital operations at Western State Hospital, Eastern State Hospital, and the\nChild Study and Treatment Center. <br>\n<br>\n<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>TRUEBLOOD\nSETTLEMENT &#8211; $74 MILLION <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>&nbsp;Funding is\nprovided for services required for phase one of the settlement agreement\nunder Trueblood et al. v. DSHS concerning\nthe provision of inpatient forensic services within court-mandated timelines by\nfunding diversion and outpatient restoration services. <br>\n<br>\n<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>WESTERN\nSTATE HOSPITAL SAFETY MEASURES &#8211; $21.9\nMILLION <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Funding\nis provided to improve the safety for patients and staff through increased\ntraining, more security guards, the enclosure\nof nursing stations, and the implementation of a STAR ward for patients with\nincreased behavioral issues. <br>\n<br>\n<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>COMMUNITY\nLONG-TERM INPATIENT BEDS &#8211; $47.3 MILLION <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Funding\nis provided to contract with private community hospital and evaluation and\ntreatment beds to provide long-term inpatient care for individuals on 90 and 180-day commitments. These beds are intended to\nreplace beds at the state hospitals over time. <br>\n<br>\n<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>ENHANCED\nDISCHARGE PLACEMENTS &#8211; $32 MILLION <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Funding\nis provided for enhanced bed rates to create available beds in settings such as\nadult family homes, assisted living facilities, enhance\nservice facilities, and nursing homes to create\ndischarge placements for individuals coming out of state hospitals. <br>\n<br>\n<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>EXPANDED\nCOMMUNITY SERVICES AND BEDS &#8211; $35.3 MILLION <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Funding\nis provided for services and beds in the community to meet increased needs and\nprovide more appropriate services for individuals with behavioral health needs.\nServices include items such as intensive outpatient treatment, clubhouses,\nintensive behavioral health facilities, wraparound services, assertive\ncommunity treatment, and suicide prevention.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Both budgets were passed by the legislature and\nnow go to Governor Inslee\u2019s desk for signature. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senator Dhingra released the following statement on the 2019 capital and operating budgets: \u201c Budgets are values statements, and the behavioral health investments made this year sends a clear and strong message to Washingtonians that lawmakers will address the behavioral health needs of people around the state.
