Senate Bill 5999, will allow the Caseload Forecast Council to forecast the number of children who will be eligible for the Early Childhood Education and Assistance Program (ECEAP). ECEAP was created in 1985 and serves children who are not yet old enough for kindergarten whose family income is at or below 110% of the federal poverty level – or $24,250 for a family of four – and children whose families are eligible for public assistance.
