OLYMPIA<\/span>\u00a0\u2014<\/span>\u00a0<\/span>Senate Democrats introduced a capital budget proposal\u00a0on Monday, Feb. 23, that\u00a0would\u00a0direct\u00a0$4 million\u00a0in funding to an\u00a0Evergreen Habitat for Humanity project in\u00a0unincorporated\u00a0Clark County.\u00a0The project includes the p<\/span>urchase\u00a0of\u00a0nearly 19\u00a0acres of property,\u00a0which holds\u00a0two\u00a0adjacent mobile-home parks, known as the Hidden Village Mobile Homes.\u00a0This project will create and\u00a0preserve\u00a0a minimum of 105 affordable homeownership units through a permanent affordability land trust model.\u00a0<\/span>\u00a0<\/span><\/p>\n

Sen. Adrian Cortes (D-Battle Ground) played a significant role in advocating for the funding for this project to be included in the proposed budget. <\/span>\u00a0<\/span><\/p>\n

\u201cThe Hidden Village Mobile Home community deserves\u00a0affordable and stable housing,\u201d Cortes said. \u201cI worked hard to\u00a0include\u00a0funding in the\u00a0proposed\u00a0capital budget to help\u00a0Evergreen Habitat\u00a0purchase\u00a0this property. This project will\u00a0prevent\u00a0the\u00a0displacement of our neighbors\u00a0currently living\u00a0in the Hidden Village Mobile Home parks\u00a0while creating\u00a0affordable homeownership opportunities.\u201d<\/span>\u00a0<\/span><\/p>\n

Manufactured home communities in Clark County have experienced significant challenges\u00a0caused by\u00a0land redevelopment and rising rents, which\u00a0have\u00a0contributed to\u00a0displacement\u00a0and\u00a0homelessness.\u00a0The Hidden Village Mobile Home parks\u00a0are located in\u00a0an area with a significant risk of redevelopment.<\/span>\u00a0<\/span><\/p>\n

The goal of the first phase of the project is to\u00a0acquire\u00a0the property\u00a0in order to\u00a0preserve the affordable housing within the Hidden Village Mobile Home parks\u00a0and prevent displacement.\u00a0The second phase of the project will include\u00a0reconstructing or\u00a0rehabilitating\u00a0current units that are in disrepair\u00a0and\u00a0installing\u00a0units on vacant pads.\u00a0Current tenants\u00a0in substandard units will be\u00a0immediately\u00a0rehoused during the second phase of the project.\u00a0Once\u00a0complete,\u00a0Evergreen Habitat\u00a0for Humanity\u00a0will begin a community-centered planning process to\u00a0determine\u00a0how to develop the remaining property acreage.\u00a0<\/span>\u00a0<\/span><\/p>\n

The\u00a0Hidden Village Mobile Homes\u00a0are\u00a0located\u00a0in\u00a0unincorporated Clark County, within the urban growth boundaries of the\u00a0city of Vancouver\u00a0and between Interstate 5 and Highway 99.\u00a0The location of the park coincides with the development of a new section of The Vine, Clark County\u2019s\u00a0bus\u00a0rapid\u00a0transit system.<\/span>\u00a0<\/span><\/p>\n

Evergreen Habitat\u00a0for Humanity\u00a0has been providing housing solutions\u00a0in Clark County\u00a0since 1991.<\/span>\u00a0<\/span><\/p>\n
