The Washington State Senate Members of Color Caucus (MOCC) joins communities across Washington state in grieving the loss of Dr. Bernal C. Baca — a teacher, organizer and advocate whose leadership transformed our state.
Dr. Baca dedicated his life to expanding opportunity for communities of color, working tirelessly to advance racial equity in education, labor and public policy. Over many decades, he shaped Washington’s institutions as an educator, union leader, nonprofit director and statewide board member, collaborating with policymakers to shape legislation that strengthened pathways for students, workers, and families, especially in Latino communities across Washington state.
The MOCC is especially grateful for Dr. Baca’s pivotal role in creating and guiding the Racial Equity Team. Under his leadership, the RET became a trusted partner to the MOCC, helping translate community priorities into actionable legislative strategies and directly informing the development and advancement of state policies aimed at improving equity in education, labor protections, and public programs. His collaborative spirit and deep understanding of how policy affects real lives made him an invaluable ally in advancing legislation that benefits all Washingtonians.
Dr. Baca’s influence extended far beyond any single role. He mentored emerging leaders, who now contribute to legislative advocacy, nurtured cross-community partnerships that shaped policy discussions, and devoted his energy to organizations committed to equity, education and cultural enrichment. He carried his heritage with pride and used his platform to open doors for others, always with humility, humor and a powerful sense of purpose. By lifting up community voices and connecting them to policymaking processes, he strengthened the link between advocacy and lawmaking, ensuring that legislation reflected the needs of historically underrepresented communities.
We send our heartfelt condolences to his family and to the many people across Washington who were shaped by his guidance and friendship. The Members of Color Caucus is honored to have worked alongside him. His legacy will continue to inspire our commitment to building a fairer, more inclusive Washington for all.
