Please see the information below for an update from the Washington State Department of Social &amp; Health Services about this program.<\/p>\n<h3><strong><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1738 alignleft\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2020\/04\/footer-logo.jpg\" alt=\"Washington State Department of Social &amp; Health Services\" width=\"149\" height=\"89\" \/>Economic Services Administration to administer Disaster Cash Assistance Program (DCAP)<\/strong><\/h3>\n<p>April 17, 2020<\/p>\n<p>Effective today, the Department of Social and Health Services\u2019 Economic Services Administration (ESA) received approval to begin administering a Disaster Cash Assistance Program (DCAP) in response to the Governor\u2019s declaration of a statewide emergency related to COVID-19.<\/p>\n<p>DCAP was originally designed to provide emergency assistance with natural disasters in mind, like wildfires and flooding. In order to expand DCAP to families and individuals affected by COVID-19, the Department adopted <a href=\"https:\/\/www.dshs.wa.gov\/sites\/default\/files\/rpau\/documents\/103E-20-09-102.pdf\">emergency rules<\/a> allowing these funds to be used during the COVID-19 state of emergency.<\/p>\n<p>DCAP benefits are available for one month, in a 12-month period, to all Washington families and people without children, who meet income and resource rules and who are <strong><u>not<\/u> <\/strong>eligible other cash programs, such as:<\/p>\n<ul>\n<li>Temporary Assistance for Needy Families (TANF)<\/li>\n<li>Aged, Blind or Disabled (ABD) cash<\/li>\n<li>Pregnant Women Assistance (PWA)<\/li>\n<li>Unemployment Compensation, or<\/li>\n<li>Paid Family &amp; Medical Leave through ESD or their employer.<\/li>\n<\/ul>\n<p><strong><a href=\"https:\/\/www.dshs.wa.gov\/esa\/emergency-assistance-programs\/disaster-cash-assistance-program\">DCAP Overview:<\/a><\/strong><\/p>\n<ul>\n<li>Applicants must be living in Washington before the emergency declaration happened.<\/li>\n<li>Applicants must first apply and be determined not eligible for other cash assistance programs available.<\/li>\n<li><strong>Under DCAP, applicants are <span style=\"text-decoration: underline\">not<\/span> required to:<\/strong>\n<ul>\n<li><strong>Meet citizenship requirements;<\/strong><\/li>\n<li><strong>Provide a social security number; or<\/strong><\/li>\n<li><strong>Be pregnant or have a minor child.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>Program benefits are available for one month in a 12 month period.<\/li>\n<li>The program is not a public charge program since it is disaster relief.<\/li>\n<li>Payment standards are based on income and need and may not exceed the TANF payment standards for their household size. For example, to be eligible for DCAP, a one person household must have less than $363.00 in income after deductions are applied in the month of application (approximately 34% of the Federal Poverty Level). If an individual has no income and is resource eligible, they may qualify for the maximum payment amount of $363.00 in DCAP.<\/li>\n<\/ul>\n<h3>People may apply for DCAP or other ESA administered assistance programs online at <a href=\"https:\/\/www.washingtonconnection.org\/home\/\">WashingtonConnection.org<\/a> or by calling the Customer Service Contact Center at 1-877-501-2233.<\/h3>\n","protected":false},"excerpt":{"rendered":"<p>Not eligible for most state cash assistance programs?\u00a0 You may qualify for the Disaster Cash Assistance Program.
