Jay Inslee signed into law legislation prohibiting Washington state from contracting with private prisons.<\/p>\n<p><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=6442&amp;Year=2019&amp;Initiative=false\">Senate Bill 6442<\/a>, sponsored by Sen. Rebecca Salda\u00f1a (D-Seattle), would prohibit the state from sending people to for-profit prisons outside the state.<\/p>\n<p>The prohibition does not apply to facilities for involuntary placement for mental health, substance use rehabilitation, juvenile rehabilitation and similar services. It also does not prevent governments from contracting with tribal governments that own and operate jails.<\/p>\n<p>\u201cIncarceration is an inherently governmental function that should not be outsourced,\u201d said Salda\u00f1a. \u201cThe public expects humane treatment and transparency, not privatization of public responsibilities.\u00a0 We in Washington state are committed to ending the growth of the for-profit private detention industrial complex.<\/p>\n<p>\u201cPrivate prisons experience more incidents of violence than public prisons, and they have been shown to lead to increased recidivism. Moreover, the detention and confinement of a human being should not in any way be influenced by the profit motive.\u201d<\/p>\n<p>\u201cIt is wrong and amoral to profit from the misfortune of others. There is an inherent injustice in making money from those who are incarcerated,\u201d said <a href=\"https:\/\/housedemocrats.wa.gov\/ortiz-self\/\">Rep. Lillian Ortiz-Self<\/a>, (D-Mukilteo), prime sponsor of the <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=2576&amp;Chamber=House&amp;Year=2019\">companion bill<\/a> in the House. \u201cIt is a violation of human rights and is contrary to our democratic values.\u201d<\/p>\n<p>This law is effective immediately.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>OLYMPIA \u2013 Today, Gov.
