This issue focuses on educational\nsystems as well as equity legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remember, you can also find information about successful bills I sponsored this year in my <a href=\"http:\/\/sdc.wastateleg.org\/saldana\/2019\/04\/19\/update-from-olympia-5\/\">April 19 Update from Olympia<\/a>. All the bills discussed there passed and will become law.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/muhammad-rizwan-VnydpKiCDaY-unsplash-1024x678.jpg\" alt=\"\" class=\"wp-image-1541\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Higher Education<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=2158&amp;Initiative=false&amp;Year=2019\">House Bill 2158<\/a>, the Workforce Education Investment\nAct, brings into reach the possibility of earning a family wage, by making college\nand apprenticeships accessible.&nbsp; It\nestablishes a dedicated source of funding to allow students whose household earnings\nfall below 55% of the state\u2019s median family income (approximately $50,000 per\nyear) to study at public colleges tuition-free, and provides for partial\ntuition scholarships for students whose households earn up to 100% of the\nmedian family income (approximately $88,000 for a family of four). <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The act also expands the Guided\nPathways program at state community colleges and technical schools and will\ngrow high-demand degree programs like nursing, engineering, and computer\nscience. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1303&amp;Year=2019&amp;Initiative=false\">House Bill 1303<\/a> improves access to higher education by making it easier for full-time students in certain fields to qualify for state child care benefits.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"637\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/neonbrand-zFSo6bnZJTw-unsplash-1024x637.jpg\" alt=\"\" class=\"wp-image-1542\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/neonbrand-zFSo6bnZJTw-unsplash-1024x637.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/neonbrand-zFSo6bnZJTw-unsplash-300x187.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/neonbrand-zFSo6bnZJTw-unsplash-768x478.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/neonbrand-zFSo6bnZJTw-unsplash-1536x956.jpg 1536w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/neonbrand-zFSo6bnZJTw-unsplash-2048x1275.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Funding K-12 Education<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">After the court found in the <em>McCleary<\/em> lawsuit that the state was\npermitting inequitable funding for basic education across different school\ndistricts, lawmakers in 2017 raised property taxes to fund school districts\nmore evenly. To limit the cost to taxpayers, the amount districts could raise\nlocally through levies was reduced, but this shift created budget shortfalls in\nsome districts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, the state\u2019s budget increased\nfunding for K-12 education by $4.5 billion dollars over the last biennial\nbudget. At the same time, <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5313&amp;Initiative=false&amp;Year=2019\">Senate Bill 5313<\/a> increased the\namount local districts can raise through voter-approved levies for public\neducation, relieving some \u2014 but not all \u2014 of the shortfalls in local districts.\n<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Gender\nEquity in Schools<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5689&amp;Initiative=false&amp;Year=2019\">Senate Bill 5689<\/a> requires school districts to adopt\npolicies and procedures that protect transgender students from discrimination,\nharassment, intimidation and bullying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1577&amp;Chamber=House&amp;Year=2019\">House Bill 1577<\/a> will help close the gender gap in tech jobs by ensuring that our public schools identify and track how female-identified students are doing in computer science courses in order to identify inequities and successes. This will shed light on what\u2019s working, what isn\u2019t working, and what changes are needed.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"990\" height=\"661\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom.jpg\" alt=\"\" class=\"wp-image-1543\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom.jpg 990w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom-768x513.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom-263x177.jpg 263w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom-500x335.jpg 500w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/09\/Unsplash-photo-girl-with-mom-150x100.jpg 150w\" sizes=\"auto, (max-width: 990px) 100vw, 990px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Race\nand Gender Equity Statewide<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5356&amp;Initiative=false&amp;Year=2019\">SB 5356<\/a> establishes the Washington State\nLGBTQ Commission in the Office of the Governor to monitor relevant legislation\nand state policies to eliminate barriers to economic and health equity for LGBTQ\npeople.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary\/?BillNumber=1000&amp;year=2019&amp;initiative=True\">I-1000<\/a>, an important ballot initiative that\nvoters put before the Legislature, was passed this year.
