This issue focuses on legislation that will address our ongoing crisis involving housing accessibility and stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remember, you can also find information about successful bills I sponsored this year in my <a href=\"http:\/\/sdc.wastateleg.org\/saldana\/2019\/04\/19\/update-from-olympia-5\/\">April 19<\/a><sup><a href=\"http:\/\/sdc.wastateleg.org\/saldana\/2019\/04\/19\/update-from-olympia-5\/\">th<\/a><\/sup><a href=\"http:\/\/sdc.wastateleg.org\/saldana\/2019\/04\/19\/update-from-olympia-5\/\"> Update from Olympia<\/a>. All of the bills discussed there passed and will become law.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"http:\/\/sdc.wastateleg.org\/saldana\/wp-content\/uploads\/sites\/31\/2019\/08\/brandon-griggs-82205-unsplash-1024x683.jpg\" alt=\"\" class=\"wp-image-1478\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Access to Housing<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">We took action to increase access to housing services and to build up the supply of accessible and affordable housing. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Housing assistance<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We expanded <strong>services for homeless<\/strong> youth and unaccompanied young adults (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1657&amp;Year=2019&amp;Initiative=False\">HB 1657<\/a>) and approved a pilot program to provide housing vouchers to <strong>families in the child welfare system<\/strong> whose main barrier to reunification is the lack of appropriate housing (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5718&amp;Initiative=false&amp;Year=2019\">SB 5718<\/a>). <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><em><strong>Increasing the supply of accessible housing<\/strong><\/em><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We passed legislation like <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1219&amp;Initiative=false&amp;Year=2019\">HB\n1219<\/a>\nand <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1406&amp;Initiative=false&amp;Year=2019\">HB\n1406<\/a>,\nwhich grant authority to cities and counties to use funds from certain local\ntaxes for affordable housing projects and to combat homelessness. Fortunately,\nthe Seattle City Council and our mayor are leading efforts to take advantage of\nthis authority to access <strong>more immediate\nfunding to build local housing<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also <strong>empowered faith communities to contribute to housing stability<\/strong> by\nadjusting zoning to allow increased density to build affordable housing on\nproperty owned by religious organizations (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1377&amp;Initiative=false&amp;Year=2019\">HB\n1377<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally,\nthe capital budget added $175 million in affordable housing loans and grants\nthrough the <strong>Housing Trust Fund<\/strong>,\nincluding:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>$10\nmillion for high-quality modular housing to transition people out of\nhomelessness quickly<\/li><li>$35\nmillion for supportive housing and case management services for people living\nwith behavioral health disorders<\/li><li>$10\nmillion for competitively awarded grants for state matches on private\ncontributions to fund affordable housing<\/li><li>$10\nmillion for housing preservation grants<\/li><li>$5\nmillion for housing veterans<\/li><li>$5\nmillion for housing to serve people with disabilities<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"http:\/\/sdc.wastateleg.org\/saldana\/wp-content\/uploads\/sites\/31\/2019\/08\/Canva-Two-Woman-Playing-and-Smiling-With-Baby-on-Sofa-CROPPED-1024x819.jpg\" alt=\"\" class=\"wp-image-1479\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Keeping People in Their Homes<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In combating homelessness, keeping people in their existing homes is just as important as building new housing. We passed several bills this session that will do just that.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Property taxes<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5160&amp;Initiative=false&amp;Year=2019\">SB 5160<\/a> gives a <strong>property tax break<\/strong> to seniors, people, with disabilities and veterans on limited incomes.&nbsp; This will prevent people from being priced out of their homes as property taxes rise along with property values.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Tenant protections<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Eviction reform legislation, <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5600&amp;Initiative=false&amp;Year=2019\">SB 5600<\/a>, was enacted to <strong>extend the notice time for evictions<\/strong> from 3 to 14 days, aligning our state with national norms and giving tenants time to find money to pay their rent.&nbsp; When people are living paycheck to paycheck, this extended notice period could mean the difference between staying in their home or being out on the street. This legislation also <strong>allows judges to use their discretion<\/strong> in nonpayment of rent cases to consider factors beyond the tenants\u2019 control and allows landlords to access a <strong>mitigation fund<\/strong> in some cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1440&amp;Initiative=false&amp;Year=2019\">HB 1440<\/a> doubled the number of days in advance that landlords of non-subsidized tenancies must notify tenants of rent increases. This will <strong>help tenants prepare for rent increases<\/strong> and assess their options for addressing them. The notice period increased from 30 to 60 days, but remains 30 days for subsidized tenancies where rent is based on household-specific circumstances.  <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Manufactured\/mobile homes<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1582&amp;Year=2019&amp;Initiative=False\">HB 1582<\/a> added tenant\nprotections to the Manufactured and Mobile <br>\nHome Landlord Tenant Act, <strong>like\nincreasing the notice to pay or vacate period<\/strong> from 5 to 14 days and <strong>allowing a court to limit the sharing of\ninformation<\/strong> about an eviction notice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5183&amp;Year=2019&amp;Initiative=False\">SB 5183<\/a> expanded eligibility for the Manufactured and Mobile Home Relocation Assistance program, which <strong>helps with the costs of relocating<\/strong> and securing other housing when a mobile home park closes.<\/p>\n\n\n<p><!--StartFragment--><\/p>\n\n\n<h3 class=\"wp-block-heading\"><strong>Get More Updates<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Follow me on <a rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/SenatorRebeccaSaldana\/\" target=\"_blank\">Facebook<\/a> to get the latest updates on what I\u2019m up to during the interim. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/SenatorRebeccaSaldana\/\" target=\"_blank\">Check it out now!<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Keep in Touch<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Was this newsletter helpful?
