All of the bills discussed there passed and will become law.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"605\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-null-RESIZED-1024x605.jpg\" alt=\"\" class=\"wp-image-1467\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-null-RESIZED-1024x605.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-null-RESIZED-300x177.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-null-RESIZED-768x454.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-null-RESIZED.jpg 1250w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Health Care Equity<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This year, the Legislature continued to\ndemonstrate Washington\u2019s commitment to protect and expand access to quality,\naffordable health care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1870&amp;Initiative=false&amp;Year=2019\">HB 1870<\/a> protects the\ngains we&#8217;ve made in access to healthcare coverage in recent years thanks to the\nAffordable Care Act, such as prohibiting pre-existing condition exemptions and the\nlifetime benefits caps. At the same time, we&#8217;re expanding options for\nhealthcare coverage for those who are struggling in our current system. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5526&amp;Initiative=false&amp;Year=2019\">SB 5526<\/a> creates Cascade\nCare, the first public healthcare option in the country, which will decrease\nthe cost of premiums, copays, and other out-of-pocket expenses for those who\npurchase coverage on the individual health insurance market. This will be\navailable to all Washingtonians who are not covered through an employer,\nregardless of income. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget we passed this year even\nincludes funding for a Pathway to Universal Coverage, which will join\nstakeholder groups to prepare a plan for implementing a universal healthcare\nsystem in Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1087&amp;Year=2019&amp;Initiative=false\">HB\n1087<\/a>\nestablishes the first long term care benefit in the nation. This will help\nfamilies mitigate the high costs of the care our aging community members need.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5602&amp;Initiative=false&amp;Year=2019\">SB 5602<\/a> removes\nbarriers to reproductive health care on the basis of gender identity and expands\naccess for our trans neighbors. The operating budget takes that one step\nfurther by funding a program to provide access to reproductive health care for\nimmigrants, regardless of their immigration or citizenship status. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also took steps to reverse health disparities and expand access to health care for Native Americans <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5415&amp;Initiative=false&amp;Year=2019\">(SB 5415<\/a>), Pacific Islanders (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5274&amp;Initiative=false&amp;Year=2019\">SB 5274<\/a>), immigrant communities (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5846&amp;Initiative=false&amp;Year=2019\">SB 5846<\/a>) and underrepresented communities at risk of maternal mortality (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5425&amp;Initiative=false&amp;Year=2019\">SB 5425<\/a>). <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"681\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-Two-Boys-and-Woman-Surrounded-Green-Plants-RESIZED-1024x681.jpg\" alt=\"\" class=\"wp-image-1468\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-Two-Boys-and-Woman-Surrounded-Green-Plants-RESIZED-1024x681.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-Two-Boys-and-Woman-Surrounded-Green-Plants-RESIZED-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-Two-Boys-and-Woman-Surrounded-Green-Plants-RESIZED-768x511.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-Two-Boys-and-Woman-Surrounded-Green-Plants-RESIZED-150x100.jpg 150w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Canva-Two-Boys-and-Woman-Surrounded-Green-Plants-RESIZED.jpg 1148w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Advancing Public Health in Community &amp; Workplace<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Nurse Rest Breaks<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">After many years of trying, this year we finally passed <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1155&amp;Initiative=false&amp;Year=2019\">HB 1155<\/a>, adding new requirements for uninterrupted rest periods for nurses and techs, and closing the loophole that employers previously used to get around the ban on mandatory overtime by regularly relying on prescheduled on-call shifts. Frontline workers doing patient care deserve regular and consistent breaks. This is essential to patient safety, and it\u2019s a matter of respect for a workforce that has historically been and continues to be predominantly women. I\u2019m proud that this year we worked with both healthcare workers and their employers to develop a policy that will ensure protections for patients and workers in a manner that is feasible for employers, too.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/wdongxv-W6MGOy0QRjs-unsplash-RESIZED-1024x683.jpg\" alt=\"\" class=\"wp-image-1469\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/wdongxv-W6MGOy0QRjs-unsplash-RESIZED-1024x683.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/wdongxv-W6MGOy0QRjs-unsplash-RESIZED-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/wdongxv-W6MGOy0QRjs-unsplash-RESIZED-768x512.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/wdongxv-W6MGOy0QRjs-unsplash-RESIZED-150x100.jpg 150w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/wdongxv-W6MGOy0QRjs-unsplash-RESIZED.jpg 1500w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Vaccines<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The recent measles outbreak in our state caused a lot of concern, and we heard from constituents about the risks posed by the growing number of unvaccinated children attending our schools. Children too young to be vaccinated and individuals with compromised immune systems will be better protected from serious preventable diseases thanks to <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1638&amp;Year=2019&amp;Initiative=false\">HB 1638<\/a>, which removes the personal belief exemption from the measles, mumps, and rubella (MMR) vaccination requirements. The measure still allows for medical and religious exemptions to the MMR requirement.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><em>Environmental Justice<\/em><\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">My HEAL Act bill (<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5489&amp;Initiative=false&amp;Year=2019\">SB 5489<\/a>) did not become law, but with a bi-partisan effort led by women of color in the House and Senate, we obtained a budget proviso that funds an environmental justice task force, which will be co-chaired by environmental justice community leadership. The purpose will be to identify health disparities from environmental impacts and determine how state agencies can incorporate environmental justice principles into their work. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"832\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Environmental-Justice-Task-Force-Graphic-1024x832.jpg\" alt=\"\" class=\"wp-image-1470\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Environmental-Justice-Task-Force-Graphic-1024x832.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Environmental-Justice-Task-Force-Graphic-300x244.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Environmental-Justice-Task-Force-Graphic-768x624.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/Environmental-Justice-Task-Force-Graphic.jpg 1179w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Worker Health and Safety<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1817&amp;Year=2019&amp;Initiative=false\">HB 1817<\/a> ensures the workforce in our high hazard facilities is skilled\nand properly trained. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1756&amp;Initiative=false&amp;Year=2019\">HB 1756<\/a> adds heightened protections for the\nsafety and security of adult entertainers and requires that workers receive\nworker rights and safety training. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5550&amp;Year=2019&amp;Initiative=false\">SB 5550<\/a> will establish a Pesticide Application Safety Committee to help\nus use new technology and farming methods to promote best practices and\ntraining to achieve as close to zero pesticide drift as possible, protecting\nworkers and surrounding communities from exposure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5258&amp;Initiative=false&amp;Year=2019\">SB 5258<\/a> requires employers of certain isolated workers, such as janitors,\nhousekeepers, and security guards, to provide extra protection to prevent sexual\nassault, harassment, and discrimination in the workplace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5035&amp;Initiative=false&amp;Year=2019\">SB 5035<\/a> provides\nworkers on public works contracts protections against violations of prevailing\nwage laws and wage theft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1568&amp;Initiative=false&amp;Year=2019\">HB 1568<\/a> expands opportunities for port district worker development and occupational programs.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/verne-ho-MwW-zrkYSIU-unsplash.-RESIZEDjpg-1024x683.jpg\" alt=\"\" class=\"wp-image-1471\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/verne-ho-MwW-zrkYSIU-unsplash.-RESIZEDjpg-1024x683.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/verne-ho-MwW-zrkYSIU-unsplash.-RESIZEDjpg-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/verne-ho-MwW-zrkYSIU-unsplash.-RESIZEDjpg-768x512.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/verne-ho-MwW-zrkYSIU-unsplash.-RESIZEDjpg-150x100.jpg 150w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/06\/verne-ho-MwW-zrkYSIU-unsplash.-RESIZEDjpg.jpg 1224w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Get More Updates<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Follow me on <a rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/SenatorRebeccaSaldana\/\" target=\"_blank\">Facebook<\/a> to get the latest updates on what I\u2019m up to during the interim. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/SenatorRebeccaSaldana\/\" target=\"_blank\">Check it out now!<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Keep in Touch<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Was this newsletter helpful?
