Jay Inslee today establishes a child welfare\nhousing assistance program to shorten the time that children remain in out-of-home\ncare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5718&amp;Initiative=false&amp;Year=2019\">Senate Bill 5718<\/a>, sponsored by\nSen. Rebecca Salda\u00f1a (D-Seattle), creates a Department of Children, Youth and\nFamilies (DCYF) pilot program to provide housing assistance to parents whose\nlack of appropriate housing is the primary barrier to reunification with a\nchild who has been removed from their care.&nbsp;&nbsp;\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe heard of situations where children\nwere staying in foster care for months because their parents lacked appropriate\nhousing,\u201d said Laurie Lippold, Public Policy Director at Partners for Our\nChildren.&nbsp; \u201cThis adds to the trauma\nchildren have already experienced and places an unnecessary financial burden on\nthe state.&nbsp; We need to do everything we\ncan to safely reunify children with their parents and minimize the negative\nimpact being separated can have.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know that, whenever possible,\nkeeping families together is best for kids,\u201d said Salda\u00f1a. \u201cBut when they have\nto be separated, safely reuniting kids with their families becomes the top priority.\nDoing this sooner cuts down on the adverse impacts of separation on children\u2019s health.\u201d\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not uncommon, however, for parents\nto lose their housing assistance when their children are removed. That can lead\nto unstable housing situations and in some cases, homelessness. In far too many\ncases, parents who have addressed the issues necessary to have their children\nreturned home are then unable to find appropriate, affordable housing. The\nresult is lengthier stays for children in out-of-home care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DCYF will consult\nwith a stakeholder group made up of parent allies, parent attorneys and social\nworkers, housing organizations, behavioral health providers and others to\ndetermine the pilot program\u2019s details, such as eligibility requirements and\nequitable distribution.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>OLYMPIA \u2013 A law approved by Gov.
