Jay Inslee\nsigned into law today a bill applying stricter penalties to public works\ncontractors who violate prevailing wage laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Rebecca Salda\u00f1a (D-Seattle)\nsponsored&nbsp;<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5035&amp;Year=2019&amp;Initiative=False\">Senate Bill 5035<\/a> at the request\nof the state attorney general to combat wage theft and delay by contractors on\npublic works contracts, all of whom are required by state law to pay workers\nprevailing wages. To ensure that workers receive fair wages, the Department of\nLabor and Industries establishes prevailing wages for each county based on the\nhourly wage, usual benefits, and overtime paid in that county\u2019s largest city to\nthe majority of workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This legislation increases penalties for\nfailing to pay prevailing wages, plus interest. Notably, this is the first\nincrease for these penalties since 1985, according to the attorney general\u2019s\noffice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new law also extends the time period\nfor filing prevailing wage complaints, and closes a loophole that previously\nallowed employers to avoid penalties by returning wages prior to any action by\nthe state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWage theft and delay of pay cause real\nharm to workers and their families, who are often struggling to make ends\nmeet,\u201d said Salda\u00f1a. \u201cThis bill will protect workers, ensure a level playing\nfield for businesses that play by the rules and pay quality wages to workers on\ntime, and hold accountable the bad actors who fail to do so.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Salda\u00f1a partnered with House companion\nbill sponsor Rep. Mike Sells (D-Everett), Attorney General Bob Ferguson, and\nindustry stakeholders to move this legislation forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This bill is about holding those\nresponsible for wage theft accountable,&#8221; said Sells. &#8220;We give too\nmany violators an escape route.
