Addressing the lack of accessible and affordable housing is a major focus of the Legislature this session. I\u2019d love to tell you about several key pieces of legislation to ease this crisis that are now under consideration as we move into this phase of session.  <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-Renton-37th-1024x682.jpg\" alt=\"\" class=\"wp-image-1406\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-Renton-37th-1024x682.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-Renton-37th-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-Renton-37th-768x512.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-Renton-37th-150x100.jpg 150w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-Renton-37th.jpg 1342w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Increasing the supply of affordable housing<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In all parts of our state, we need a lot more affordable housing to address the housing stability crisis. We can build it by investing more in programs we already know work well, as well as new innovative approaches to increasing the supply.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1406&amp;Initiative=false&amp;Year=2019\">HB 1406<\/a> encourages investment in affordable and supportive housing by authorizing sales tax bonding to fund programs to address these needs. These bonds would come at no cost to homeowners, renters, property owners or developers\u2014an all-around win. <\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5812&amp;Year=2019&amp;Initiative=false\">SB 5812<\/a> would enable property owners to increase the housing supply by requiring local authorities to permit accessory dwelling units\u2014such as backyard cottages and in-law units\u2014in urban growth areas. <\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5334&amp;Initiative=false&amp;Year=2019\">SB 5334<\/a> encourages the development of condominiums by addressing current barriers to their expanded use as a supply of accessible homeownership opportunities.<\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1219&amp;Initiative=false&amp;Year=2019\">HB 1219<\/a> would authorize local governments to use existing Real Estate Excise Tax revenue for homelessness services and to build affordable housing. <\/li><li> <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1377&amp;Initiative=false&amp;Year=2019\">HB 1377<\/a>, the companion to a bill I introduced this session, would empower faith communities to contribute to housing stability by adjusting zoning to allow increased density on property owned by religious organizations  <\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-from-Google-1024x641.jpg\" alt=\"\" class=\"wp-image-1407\" width=\"512\" height=\"321\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-from-Google-1024x641.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-from-Google-300x188.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-from-Google-768x480.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/04\/Housing-Stock-Photo-from-Google.jpg 1279w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Protecting tenants\u2019 rights and dignity<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Problems like inflexible eviction policies and unexpected rent increases are a major source of housing instability. While we address the current homelessness crisis, we must also work to prevent these crises in the future through long-term prevention strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5600&amp;Initiative=false&amp;Year=2019\">SB 5600<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=1453&amp;Initiative=false&amp;Year=2019\">HB 1453<\/a>&nbsp;would both add numerous protections to residential tenants. They would increase the time tenants are given to comply with a notice to pay rent or vacate to 14 days (up from three days), helping&nbsp;tenants whose finances are temporarily exhausted by a&nbsp;sudden expense like a major car repair or serious illness.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> They would also allow courts to use discretion in unlawful detainer cases, and allow some landlords to recover unpaid judgments through the Landlord Mitigation Program Account.&nbsp;&nbsp;<br><br> Another key bill,&nbsp;<a href=\"http:\/\/lawfilesext.leg.wa.gov\/biennium\/2019-20\/Pdf\/Bill Reports\/Senate\/1440-S.E SBR FIET 19.pdf\">HB 1440<\/a>, would require landlords to provide at least 60 days prior written notice of a rent increase in rental agreements that are not subsidized tenancies. This doubles the notice period currently required, and would help tenants prepare for increases and assess their options for addressing them.<\/p>\n\n\n\n<hr class=\"wp-block-separator\" \/>\n\n\n\n<p class=\"wp-block-paragraph\">Remember!
