Rebecca Salda\u00f1a (D-Seattle), creates a Department of\nChildren, Youth, and Families (DCYF) pilot program to provide housing\nassistance to parents whose lack of appropriate housing is the primary barrier\nto reunification with a child who has been removed from their care.&nbsp;&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\nknow that when possible, keeping families together is best for kids,\u201d said\nSalda\u00f1a.&nbsp; \u201cBut when they have to be\nseparated, reuniting kids with their families sooner reduces the adverse\nimpacts of separation on kids\u2019 health.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\nheard of situations where children were staying in foster care for months\nbecause their parents lacked appropriate housing,\u201d said Laurie Lippold, Public\nPolicy Director at Partners for Our Children.&nbsp;\n\u201cThis adds to the trauma children have already experienced and places an\nunnecessary financial burden on the state.&nbsp;\nWe need to do everything we can to safely reunify children with their\nparents and minimize the negative impact being separated can have.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keeping\nfamilies together is the first priority; however, when this isn\u2019t possible,\nsafely reunifying parents and children who have been placed in out of home care\nbecomes the number one goal. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\nis not uncommon, however, for parents to lose their housing assistance when\ntheir children are removed.&nbsp; That can\nlead to unstable housing situations and in some cases, homelessness.&nbsp; Parents generally have a number of issues to\naddress in order to have their children returned home, and in far too many\ncases the inability to find appropriate, affordable housing leads to lengthier\nstays for children in out-of-home care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under this legislation,\nDCYF would consult with a stakeholder group made up of parent allies, parent\nattorneys and social workers, housing organizations, behavioral health\nproviders, and others, to determine the program\u2019s details, such as eligibility\nrequirements and equitable distribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having been amended by the House, the\nbill now returns to the Senate for a concurrence vote.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>FOR IMMEDIATE RELEASE \u2014 April 12, 2019 OLYMPIA \u2013 Yesterday the House passed legislation on an overwhelming 92-5 vote to shorten the time that children remain in out-of-home care by establishing a child welfare housing assistance program.
