Here at the Senate we are moving forward with progressive legislation to improve the quality of life in all aspects throughout Washington. I\u2019m especially excited this week about the progress we are making on environmental issues. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Prioritizing Good Green Jobs &amp; Our Environment\u00a0<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><em>100% Clean Energy<\/em><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, the Senate passed&nbsp;<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5116&amp;Year=2019&amp;Initiative=false\">SB 5116<\/a>, which would transition our economy toward clean, affordable and reliable energy future. The bill would require all electric utilities in Washington to transition to a 100-percent, carbon-neutral electricity supply by 2030 and to 100-percent carbon-free electricity by 2045. This effort is distinguishing Washington as a nationwide leader in adopting a working action plan to reduce our carbon footprint.<br>Other environmental priorities to watch this week:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5489&amp;Initiative=false&amp;Year=2019\">SB 5489<\/a>, the HEAL Act, is one of my top priorities. This legislation will define environmental justice in our state and allow its implementation, bringing the interests of unfairly burdened communities to the forefront of decisions about policy, investments, and enforcement.<\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5223&amp;Initiative=false&amp;Year=2019\">SB 5223<\/a>&nbsp;allows households that generate their own clean energy from small-scale, renewable systems to benefit by providing excess energy to Washington\u2019s power grid through net metering.&nbsp;<\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5811&amp;Initiative=false&amp;Year=2019\">SB 5811<\/a>&nbsp;reduces emissions by improving our state\u2019s clean car standards.<\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5077&amp;Initiative=false&amp;Year=2019\">SB 5077<\/a>&nbsp;reduces plastic waste by restricting single-use plastic straws at restaurants.<\/li><li><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5322&amp;Initiative=false&amp;Year=2019\">SB 5322<\/a>&nbsp;brings our state into compliance with the federal clean water act and addresses discharges of storm water runoff.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/dev2.sdc.wastateleg.org\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-1024x683.jpg\" alt=\"\" class=\"wp-image-1350\" srcset=\"https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-1024x683.jpg 1024w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-300x200.jpg 300w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-768x512.jpg 768w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-1536x1024.jpg 1536w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-2048x1365.jpg 2048w, https:\/\/senatedemocrats.wa.gov\/alpha\/wp-content\/uploads\/sites\/6\/2019\/03\/20190301_115043aa-150x100.jpg 150w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><em><strong>Getting Tough on Wage Theft in Construction<\/strong><\/em><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"> <br>Last week, the Senate passed my bill,\u00a0<a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5035&amp;Initiative=false&amp;Year=2019\">SB 5035<\/a>, which was requested by the Attorney General and advocates tackling the underground economy. This bill supports businesses who pay quality wages to workers on time while holding accountable the few bad actors who conduct wage theft. It increases the minimum penalty for prevailing wage violations and requires public works contractors to retain their payroll records for at least three years, submitting certified payroll records monthly.
