Some reasons I voted for the budget include:<\/p>\n<ul>\n<li>Funds the strongest statewide <b>paid family leave program<\/b> in the country. This will make a real difference to working families at the most important times of their lives &#8211; in welcoming a child or in caring for older parents or those with disabilities.<\/li>\n<li>Fully funds collective bargaining agreements for <b>public employees<\/b>.<\/li>\n<li><b>Real investments in Expanding New Americans Program. <\/b>This budget increases support and capacity for immigration legal services for naturalization assistance for legal permanent residents.<\/li>\n<li><b>Latino Health Center at UW<\/b><\/li>\n<li>Critical investments in<b> environmental justice and climate mitigation: <\/b><b>Wildfire prevention planning<\/b>, <b>air quality study<\/b> on implications of air traffic including assessment of ultra-fine particulate matter in impacted communities including Beacon Hill<b>, <\/b>and a funded <b>Clean Air Act.<\/b><\/li>\n<li><b>Investments in Child Care<\/b>: Provides important critical rate increases for family child care providers, child care centers, and ECEAP program and ensures <b>3,700 childcare vouchers<\/b> for families in the 37th District.<\/li>\n<li>Formation of the <b>Department of Children and Family Services<\/b>, which will better serve foster youth and struggling families and includes parity for kinship providers.<\/li>\n<li>More funding for <b>homelessness prevention and services <\/b> including housing and services for homeless youth and individuals with a history of mental illness.<\/li>\n<li>Increased <b>state need grant<\/b> over the next two years and a state matching funds for the <b>opportunity scholarship<\/b><\/li>\n<\/ul>\n<div class=\"govd_hr\">\n<div class=\"govd_hr_inner\"><img decoding=\"async\" src=\"http:\/\/content.govdelivery.com\/attachments\/fancy_images\/stock\/2011\/03\/12394\/gray-hatch_original.gif?1308456131\" alt=\"\" \/><\/div>\n<\/div>\n<h1 align=\"center\"><b>&#8220;Yes&#8221; for Education &#8211; &#8220;No&#8221; for Regressive Funding<\/b><\/h1>\n<table class=\"gd_combo_table\">\n<tbody>\n<tr>\n<td valign=\"top\"><img loading=\"lazy\" decoding=\"async\" class=\"govd_template_image\" src=\"http:\/\/content.govdelivery.com\/attachments\/fancy_images\/WALEGSDCSALDANA\/2017\/06\/1432264\/1415158\/20091217-oemig-district-dsc1625_crop.jpg\" alt=\"School kids\" width=\"320\" height=\"212\" align=\"right\" hspace=\"7\" \/><\/p>\n<p class=\"gd_p\" align=\"left\">Along with the budget, the Legislature on Friday also passed a landmark bill to address the underfunding of public schools in this state. Overall, I support the policy because it ensures additional funds for:<\/p>\n<ul>\n<li>Teacher salaries<\/li>\n<li>Low-income schools and students, and ensures it goes directly to the school rather than the district where it can be distributed elsewhere<\/li>\n<li>Special education<\/li>\n<li>Career and technical education<\/li>\n<\/ul>\n<p class=\"gd_p\" align=\"left\">Unfortunately, Republicans insisted on paying for the investments primarily through a property tax. This approach doubles down on our regressive tax system (the most unfair in the nation) and further burdens working families in Seattle, Renton and dozens of other communities throughout the state.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"govd_template_image\" src=\"http:\/\/content.govdelivery.com\/attachments\/fancy_images\/WALEGSDCSALDANA\/2017\/06\/1432242\/1415159\/seattle-and-renton-impacts_crop.png\" alt=\"Seattle Renton impacts\" width=\"540\" height=\"97\" \/><\/p>\n<p class=\"gd_p\" align=\"left\">In the end, it is a Democratic bill with Republican funding. And because the Republican property tax hits the 37th district particularly hard I could not vote for the bill. Raising property taxes by hundreds of dollars each year in a time when the rising cost of living is squeezing too many out of our neighborhoods is not an acceptable solution to our school funding issues.<\/p>\n<p class=\"gd_p\" align=\"left\">I support progressive approaches to funding, including the capital gains tax and progressive real estate excise taxes.
